Creating an index for a pdf file

Is LaTeX the right tool to create an index for an existing pdf file? What I mean by an index, is chapters/sections appearing the side pane of the pdf-viewer. If so, how?

Though it's not a PDF editor, LaTeX may be used for this. You can generate a new PDF: the pdfpages package can include pages or page ranges for you, while you add bookmarks with the hyperref package. So you build a new indexed document while including the original pages.
