Windows Binaries
I have noticed that LyX 2.3.0 and LyX 2.2.4 (ftp://ftp.lyx.org/pub/lyx/bin/2.2.4/) have released. However, none of them contains windows binaries... I have just courious whether this is an accident or I should try to use LyX on Cygwin (https://wiki.lyx.org/LyX/LyXOnCygwin)... I am not sure if switching to Cygwin a good idea or not since I haven't compiled LaTeX via Cygwin, and the instruction looks long and complex... >"<

There are unofficial binaries available that have been made by a LyX
developer, that have been tested, and that from what I've heard from
users work well. The LyX 2.3.0 installers (both the bundle and the
simple installer) need to automatically update your MiKTeX installation
to the newest MiKTeX version (LyX 2.3.0 requires this on Windows). If
you are fine with your MiKTeX installation being automatically updated
during the installation, you could consider using these binaries, which
have been posted by the LyX developer here:
http://ftp.lyx.de/LyXWinInstaller/LyX2.3.0/
As for when the *official* binaries will be available, I'm not sure. We
are discussing the possibility of having a dialog that simply informs
the user that an update of MiKTeX is necessary, and then gives them an
option to cancel if they do not want their MiKTeX version updated. The
rest of the installer would possibly be the same as what is posted at
the ftp above.

Thanks for your answer. I have noticed that the version of 2.3.0 LyxWininstaller are also available on
https://sourceforge.net/projects/lyxwininstaller/
Unfortunately there is no windows binary version of 2.2.4, note even on http://ftp.lyx.de.
Do you kow if there is a way to find it ? I am usually more confident on working with last stable "robust" version.
Thanks

I don't think there are official or unofficial binaries yet for 2.2.4. There has been some progress towards official Windows binaries. There's still some details to work out. I would suggest checking back in a couple of weeks.

Now there's an official Windows installer for LyX 2.3.0, released July 8. There are actually two versions, one standalone installer and one for LyX together with MiKTeX.
You can download it here: https://www.lyx.org/Download#toc3.
