So you use the symols only on one page. Have you tried overleaf?
I would go there to create the titlepage, grab the pdf and use package pdfpages to input the ready pdf in the document. Especially, if updating the system is critical.
This way is also recommended in the LaTeX wikibook about titles.

I am using the symbols in the entire document ( second page , footnotes , appendix) . Yes, I went for overleaf at the moment to fix the issue till I complete update my distribution.
