I had the same "GUI framework cannot be initialized" problem with TexcnicCenter 1.0 and MikTex 2.8.
Setting simply to Yes the option "Install missing packages on-the-fly" in miktex 2.8 did not work.
It worked by setting firstly the setting to "No", then compiling 2 times, then resetting to "Yes ...
