I have no knowledge about TeX core commands.
I am looking for a good tutorial for beginner to study how to create class and package from zero.

Is there a book or any resource about it?

Hi Hayashi,

concerning plain TeX have a look here, there are some TeX books and docs listed. I prefer the TeXbook by Donald Knuth and TeX by Topic by Victor Eijkhout. Though they are freely available you could consider to buy such a book if you like it, it's well to read and you would support the author.
If you want to learn about writing of classes and packages I recommend LaTeX2ε for class and package writers.
