LyX ⇒ Package Management Utility Missing

I am a novice with Lyx, just installed it on Windows 7.

I was prompted to update the packages but when I selected all of the available packages, the update failed, complaining that the above utility is missing.

BTW, I noticed that both Select All and Deselect All options for the package upfates were greyed out. A bit of a hassle to select all of them manually.

Please advise. Thanks.
