General ⇒ AmsTEX with additional style file at Windows 7

I'm planning to send an article to one Russian journal, which strongly recommends to submit only files prepared with AmSTeX and their own style file (see it attached). They also published a sample-file for articles (see it attached too).

I'm using Windows 7 and right now don't have any installed programs for processing tex-files.

So, my question is the following: could you please tell me the easiest way, which programms I should download and install to be able to open, process and edit recommended sample file of this journal.

I'm a basic user of TeX, have an experience of preparing tex-files, but I'm completely ill-informed on installing and setting programms for processing tex-files.
