I have a Persian document compiled using xelatex in mactex and all my references are in English. I want to cite them using the standard IEEE format.
Please help me through this.

English references in Persian document!
It's not clear from your post what you want. Do you have English references and want them printed in English? Or is it more of you want them translated into another language first?
If it's the former (which I would assume), then what happens if you simply use the ieeetran reference format with the standard citation and bibliography commands? BibTeX doesn't translate, typically, so you should get English bibliography entries.
If I've missed your point entirely, I apologize, but without a
minimal working example it's sometimes hard to know.
