Depending on your requirements, you may be able to use PmWiki + Wikipublisher -- wiki software with a plug-in and server that supports TeX equation commands, and wiki markup for citations and bibliographies (among other things). Without knowing more about the requirement, it's hard to tell whether a LaTeX-aware wiki will be suitable. See http://www.wikipublisher.org/ and for an example of equations, see http://www.wikipublisher.org/wiki/index ... Week.00025

Note the pdf icons: the software calls LaTeX to re-purpose the wiki content into a printable form.

The software is open source and can be installed on any web server. The host needs to have LaTeX installed and many Linux-based hosting services can provide this. The "free" requirement might be a problem, but annual hosting charges for this kind of software should be at the entry level, depending on the size of the community.
