There is of course: if you take a look at C:\Program Files\MiKTeX 2.7\miktex\config\, you'll find a latex.ini and a pdflatex.ini among many others. They contain references to the path used by latex and pdflatex when they search files. All you have to do is to copy them in
C:\Documents and Settings\All Users\Application
Data\MiKTeX\2.7\miktex\config\
or modify them if there already exist, and add the paths to your own files. Be sure you understand the syntax : you must write the following kind of lines:
path;="my own personal path//"
where the double backslash means recursive search in subdirectories. If your files are in a TDS (e.g. personal .sty files), you may use %R, which means one of the roots of a TDS (usually for personal files, C:\LocalTeXMF). If you have graphic files (eps) to input, you do the same for dvips.ini.

If there were no preexisting ini files and you have to create them, you also have to refresh the FNDB with MiKTeX Settings.
