This file is ok, it is just a text file. You can openn it yourself using a simple texteditor like notepad or gedit.
Did you check, of all the names all spelled the same (case sensitivity is important) and myIEEE.bst can really be found by latex. i.e. is in the same folder as your main file, or a PATH variable is set.
