I found Peter Wilson's email address in thewebguide documentation. However, he is no longer active on this package.

, it's only Peter Wilson I wanted to contact. The @boeing address is no longer valid; I've tried contacting him through Herries Press but haven't heard a reply yet.What is meant by "author information page on CTAN"? Just the contents of the README file one sees when searching there?
