Is there a command which will restart the footnote numbering for every new page? Where can I find documentation for \thefootnote?

The only documentation you need is the manual of the perpage package after you have loaded it in your document.

I will answer my own question.
the package Footmisc, with the option perpage will solve the problem as-well
