Hello Stefan,
Update on the issue. I am sorry in advance about the long log files taking up space in post. I couldn't see a way of embedding it as attachment.

Did this step as well.

Now, I think MikTeX is well and truly broken. When I issue a simple call to build the "mwe.tex" (the one shared later on in this post), I get this log.

I managed to uninstall and re-install MikTeX

Even after uninstalling-restarting-re-installing MikTeX, I am encountering the same problems. Could anyone be kind enough to give a set of instructions for resetting the cfg files and babel for MikTeX? There is no write-up on the net upto my own Google searching, and I am not expert enough to figure out what is going wrong...

Perhaps you could work just for the moment without babel because english is supported by default?

Here's the real problem. I've re-installed MikTeX at least thrice today, and even after I completely omit the \usepackage{babel} command, I am getting the same old:

Just to be sure:
Start --> Programs --> MikTeX 2.7 --> "Settings" --> "General" tab Click on
Update Formats button.

Yes, this is what I've done earlier in such a situation. That error can occur if the format files do not fit to the tex version, rebuilding the format files could help and would be my first step.

OK, I tried doing just that, then I ran lates on the mwe. I got the same error that I posted earlier. "Fatal format file error; I'm stymied"

In that case I guess that there could be old MiKTeX files left from a previous installation. Perhaps try a clean installation again. Before the installation remove all MiKTeX files, you will find them probably below C:\Program Files\MiKTeX... have a look also to the user directories, "Documents and Settings", "Application data" if there are MiKTeX files.
Perhaps do a complete hard drive search for *.fmt to locate any format file that could be obsolete to remove it.

Of course those are just suggestions, be careful and don't delete important files, just the MiKTeX files that you could install again.
