Hi,
I've been trying to install Lyx with Hebrew support.
I installed the latest Lyx 2.3 (not the "bundle" version), Miktex 2.9 and "Columns", did everything as shown here: http://www.ma.huji.ac.il/~sameti/tex/lyxprefs.html
It writes in hebrew perfectly well, but when I try to view as PDF or export as PDF, even when I write in english only, it gives me the following error:

Problem with Hebrew Lyx

I'm not sure how to solve the font issue on Windows. If you post a minimal example .lyx file, I can tell you whether it works for me (on Ubuntu). I don't think that's very helpful for you though.
Can you compile the Hebrew splash.lyx file? (it is in the examples/he folder).
Have you tried compiling with XeTeX? This way, I think you can use any system font that supports Hebrew.
I hope someone has ideas for you to help figure out the font issue.
