my tabular numbering format starts as 0.1 for heading and for subsections it is 0.1.1 anyway to format this to start from 1 and 1.1

You've not shown a minimal working example nor given relevant information about used class and commands. So I can only speculate: Seems you are using either the wrong class or the wrong sectioning command as topmost level. For example, if you start with `\section` the correct class would be `article` or `scrartcl` but not `book`, `scrbook`, `report` or `scrreprt`. In the other way round, if you use a class, with the top level chapter, you should use `\chapter` as the top level command and `\section` as next level.
