Cant format the table of contents numbering

my tabular numbering format starts as 0.1 for heading and for subsections it is 0.1.1 anyway to format this to start from 1 and 1.1

You've not shown a Infominimal working example nor given relevant information about used class and commands. So I can only speculate: Seems you are using either the wrong class or the wrong sectioning command as topmost level. For example, if you start with \section the correct class would be article or scrartcl but not book, scrbook, report or scrreprt. In the other way round, if you use a class, with the top level chapter, you should use \chapter as the top level command and \section as next level.
