Creating Xindy files for a language

Dear Colleagues,

I want to create xindy file to support a language in Xelatex, this language is like Persian and Arabic.
Can anyone help me and lead me to the right way to do this, please?

You could use the xindy-persian package.

xindy-persian does not support kurdish language as we have some different alphabet than persian.
I could not upload the file as the web does not support its extension. I have send it to you before.
I want to know how those files in xindy-persian are created.

Well you could use xindy-persian as inspiration and the open xindy source as base for developing. I never worked with Kurdish language and rarely used windy. Perhaps somebody else sees the question here (that's why it's good that it's a public forum). I just think that's a specific and rare challenge, no idea if there is somebody who can help.
