Well, I was hoping there was a way to insert a TOC line in that way without having to style a class specifically for the purpose. It's okay because I don't use 'part' in this document, but maybe in a future document I'm not so lucky...

Is there a way to automatically insert space into a float such that the image begins at the top margin and the caption appears at the bottom margin? The best I can do is \vspace*{1.4in} inside the float between the image and caption, but this requires manual calculation for every image, and becomes ...
