Hi - I have exactly the same issue, but my document is even simpler than yours (just plain text with some references). I have 8 references, and my numbering is in the order 8, 5, 3, 7, 1, 4, 2 and 6.

I tried editing the BibTex file to have the references in order and even went as far as to label ...
