Style files cannot be loaded via class option. They have to be loaded by \usepackage. So you have to use

Depending on the used class you can either use two minipage environments or two \parbox commands or use a package like subcaption.

TeX Live 2019 nicefrac package

nicefrac is part of units (and that is available for TeX Live 2019). Both packages are out-dated. An alternative to nicefrac would be, e.g., xfrac. A recommended alternative to units would be siunitx.
