However, I don't understand how to use the \DeclareCaseLangs{} command to fix my issue. I have tried to type it in the following way:
\usepackage[backend=bibtex,style=ieee]{biblatex}
\DeclareCaseLangs{}
\addbibresource{refs.bib}
but it did not change anything.
