pdflatex and page extraction (security settings)

As far as I noticed pdflatex does not support any pdf security settings - But the security settings of pdf-files created by pdflatex does not allow page extraction and document assembly.

How do I prevent pdflatex from doing that?

I have tried pdflatex from the current miktex and texlive ...
