I created a document having such kind of connected packages:
\usepackage[T2A]{fontenc}
\usepackage[cp1251]{inputenc}
\usepackage[english,russian]{babel}
\usepackage[tbtags]{amsmath}
\usepackage{amsfonts,amssymb,mathrsfs,amscd}
The language of the document is russian. I had to use \footnotesize ...

\usepackage[cp1251]{inputenc}

\usepackage[tbtags]{amsmath}
\usepackage{amsfonts,amssymb,mathrsfs,amscd}
