Since I finally found the solution, for the benefit of others:
Open old file in WinEdt. Then
Document--> Documents Settings --> CP Converter
choose "Custom ANSI code page"
Then: Apply
Then: Reload
(The "Reload" seems to be the crucial step I was missing).
