Is there any way to force todonotes to place comment bubbles only on the left side of the page, or only on the right side of the page? Yes. Things were good when MiKTeK worked, but I fear that the end of (good) days have arrived. I mean, one can always update the packages manually, but chances are that things will break when you have the least time.

I am installing the translations package, as it is required by the newest acro package. Where would I put the trsl files that come with translations? The answer is to not mess around with manual installs of packages. Use the MiKTeX package manager. It might not be aware of a package until you update the database. Also, you might not be able to select packages that you want the first time you initiate an update because the 1st 2 attempts to do an ...

In my first pass, I simply let the update finish with the packages selected by default. It seems that only obsolete packages are selected, and the purpose of the 1st update was to clear them out. In my 2nd attempt at updating, it seems that all the remaining packages were checked off for updating ...
