OK, it was a bug in the class and the solution is as follows:

Springer's svmono does not respect tocdepth
Hi All,
it was mentioned recently by Stephan_K (http://www.latex-community.org/forum/viewtopic.php?f=5&t=2363&p=9252) that Springer Verlag's svmono document class doesn't respect tocdepth.
