How can I indent the text of a footnote from the footnote mark rather than from the left page margin? I'm currently using this code to format my footnotes:

I'm publishing a book with a publisher that requires this simple formatting for chapter titles:
Chapter number: 14pt, flush left on text line 2
0.5pt vertical rule x 2 picas centred between chapter number and chapter title in both directions
Chapter title: 14/19pt, indented 3 picas on text ...

Quick question: is there a way to get biblatex to set dates without 'st', 'th', or 'rd'? I'd like today's date to be set as '29 May 2010', but biblatex sets it as '29th May 2010'.
