You want
\usepackage[style=chicago,notes,backend=biber]{biblatex}
as styles are loaded not as separate packages but as configurations for biblatex itself.
Thanks for the quick response, but this doesn't solve the issue. The biblatex-chicago documentation allows loading the package directly ...
