Adjust Top Margin in Table of Contents

I am having difficulty adjusting the top margin of my Table of Contents. Here is the code I currently have in my preamble:

  1. \usepackage{tocloft}
  2.  
  3. \renewcommand{\cfttoctitlefont}{\hspace*{\fill}\normalfont\bfseries\MakeUppercase}
  4. \setlength{\cftbeforetoctitleskip}{100pt}


(Note that I am using
  1. \renewcommand{\cfttoctitlefont}{\hspace*{\fill}\normalfont\bfseries\MakeUppercase}
to make the title all caps and centered; this part works fine)

The
  1. \setlength{\cftbeforetoctitleskip}{100pt}
doesn't seem to do anything. Even odder is the fact that
  1. \setlength{\cftaftertoctitleskip}{100pt}
works perfectly; it adds space after the title.
