I realize this may not be the right place to ask, but I figured someone here might know what's going on. I have asked Nuance for help (spent an hour on the phone with a tech support person), but the had never even heard of my problem.
I have installed Dragon NaturallySpeaking and TexnicCenter on a laptop running Windows 7 x64. This laptop has a norwegian physical layout, and English (US) and Norwegian keyboard layouts installed in windows. Default is Norwegian. If I use NaturallySpeaing to input a dollar sign, it prints a '4' in any application. If I switch the default layout to English (US) and restart NaturallySpeaking, it works correctly (ie, saying "Dollar sign" into the mic results in a '$' printed on screen) in Windows bundled applications, and msoffice, but not in TexnicCenter (still prints '4') and a few other programs I tested.
Switching the locale has no effect.

Hi! Sounds like a tricky keyboard-layout clash between Dragon and TeXnicCenter. Since Dragon works fine with English (US) except in TeXnicCenter, it might be how TeXnicCenter handles input or keyboard mappings. Maybe try running TeXnicCenter as admin or check if there’s an option to set input language inside it. Otherwise, using English (US) as default when using Dragon seems the best workaround for now.
