You already got an answer by Herbert. I also cannot reproduce the issue, since the file is missing (obviously).

Herbert asked you to provide the code that produces the error you are reporting. Maybe you have an old version of a package or something.

The class is not on CTAN and hence not distributed with TeX Live.

An update can make all your files incompilabe after two days. It is your decision to do it or not.

Your titlepage is part of the document. It is, in case, the very first page. Page number one. But later, there is another page numbered one, so package hyperref gets confused where to put the links. Either, except that the titlepage is a physical page and has a number and that the introduction is on...

Bibliography style plain is a numbered style (as you can see), this is the Vancouver system of citing.
You are looking for a style in the Harvard system, which means author-date.

What if the width extend the given size of the rule? For example, look at the title The influence of pidgeon dust on statues made of bronze in a vacuum on a sunny day?

How do you deal with that?

No, not really a suggestion from my side.
It sounds lie you want self adjusting code, the spacing will be different for each different titlepage.

I suggest to space stuff by hand by looking at the output.

Just leave out the figure environment. You do not need it to include a graphic.

Have you looked at TikZ? It allows you absolute positioning on the page. It can also draw the lines for you.

I think this is what you are looking for.

Unfortunately, i am not a TikZ person.
