You cannot use this template with pdftex. You have to use XeLaTeX or LuaLaTeX.

I suggest reading a LaTeX introduction.
Creating a class file is something only experienced users should do.

In the case you mention. \relax clears all the strings the user set and makes them unavailable further down in the document. You can ignore all that in the year 2017.

My crystal ball tells me you are using package tocbibind.

But you might not. With the informaton given, it is impossibe to help. Please show a minimal working example.

Well, to begin with, a section is a section, not a chapter. \chapter{Chapter title} would produce a chapter.

You can probably use \renewcommand{\thesection}{\alph{section}}
